Plaintiff Jesse Dampier, 42, claimed that starting in 1999, supervisors and co-workers operated a conspiracy to use racial slurs.
A Skelly meeting is a pre-disciplinary procedural due process meeting which is required by state and federal law when a permanent classified employee is disciplined or discharged.
